Spain behind on network rolloutsdate: April 22, 2002 It has been reported that in 2001, Spanish operators managed to install just 42.5 per cent of the total number of aerials planned for the year. Telefonica Moviles, Vodafone and Amena have warned the lower chamber of the Spanish parliament that levels of quality and coverage and the deployment of their 3G networks could be affected if the current bureaucratic obstacles are not lifted. Officials are reacting to public concern over possible health risks on mobile phones. In late 2000, Spanish telecommunications groups are threatening to take the Madrid government to court over its decision to raise 30-fold the fee charged to holders of third generation mobile phone licences. The four consortia that won 3G licences in March claim they are being used as scapegoats in a political row over the comparatively modest sum raised by the government in the sale of UMTS licences. The Spanish treasury netted E520m from the contest, compared with the German and British auctions which raised E50.5bn and £22.5bn respectively.
