Romania to offer licenses by late Julydate: April 26, 2002 Romania will launch the bidding process for W-CDMA 3G mobile phone licenses in May, and expects to grant licenses by the end of July, Communications Minister Dan Nica said Thursday. Romanian authorities will pick the winners by looking at bidders' proposed future investments rather than what price they offer to secure the license, Nica said. Romania is able to offer up to four licenses, Nica added. "Very serious investors have shown interest in these licenses," Nica said, pointing to the recent partnership formed this week by Alcatel and Orange Romania SA, a subsidiary of French telecom operator Orange SA The two companies have formed a partnership to develop 3G in Romania and will run what they say will be the first live universal mobile telecommunications systems tests in Central and Eastern Europe.
