Cellcom not paying license fee

In Israel, Cellcom is refusing to pay the government the 3G licenses fee for the first quarter of 2003. The ministry’s discount plan was not implemented, due to a disagreement with Cellcom over royalties.

Under the agreement with the government, Cellcom, Pele-Phone, and Partner Communications would pay only 25% of the fee in 2003, and 50% in 2004, on the assumption they would not use the frequencies. However, the government is not prepared to implement the agreement, due to a dispute with Cellcom over the royalties it owes the state on some technology issues.

Pele-Phone and Partner have not said they will not pay the fee, but have asked the government to reconsider the matter.

A spokesperson from Cellcom said "Cellcom believes Israel’s Ministry of Communications should follow the lead of the European regulators, who have recognized the changing circumstances, and decided to help the cellular operators, rather than burden them with unnecessary payments."
