Israel's Partner may develop other 3G branddate: August 15, 2001 Partner Communications, GSM network operator in Israel, may market another international brand in Israel in addition to Orange, depending on changes in its competition. The new product is a 3G-based brand developed by Hutchison, and its temporary name is H3G. Partner's decision on whether to add yet another brand will depend on the competition and on whether UK mobile operator Virgin will start operating its cellular service in Israel. The Company commenced full commercial operations in January 1999 under the international Orange Brand name. On 7th August the government has changed the conditions of the tender to grant additional licenses for mobile services, based on an allocation of frequencies enabling the operation of 2G and 3G technologies and allowing for expansion of the spectrum allocated for the existing mobile operators to provide 3G spectrum as well as additional 2G spectrum. Israel has four mobile network operators: Partner Communications, Pelephone, Cellcom and MIRS, all are expected to bid for a 3G license.
