Two Get Malaysian 3G Licences

Following a six-month tender process the Malaysian government has awarded two 3G concessions to Telekom Malaysia Berhad and UMTS (Malaysia). A total of three batches of 3G spectrum were on offer but only two of the original five bidders met the government’s strict qualifying criteria.

Apart from the two winners the other three companies that tendered for the three blocks of spectrum were Celcom, E-Touch and TIMESat. The blocks of paired 15Mhz spectrum were priced at MYR50 million and licences are valid for 15 years.

Having witnessed the problems created in other countries through poorly designed 3G licence contests the Malaysian administration has been at pains to ensure that its licensees will be able to meet its targets for delivering next-generation services. It has spent the two months since the tender deadline closed analysing the business plans of the five applicants to assess their technical and financial credentials.

The government has also placed an obligation on the new licensees to open their networks to other companies wishing to become virtual service providers. The GSM operator, DiGi.Com which chose not to take part in the 3G licensing process has already indicated that it is keen to explore MVNO opportunities.
