Portuguese 3G update

The ratings from the 3G beauty contest that were announced by the Portuguese Institute of Communications (ICP) have been challenged by Mobijazz and Leadcom (Vivendi led consortium). It is expected that Titancom will also contest the decision.

The top four proposals came from the three incumbents; Telecel (Vodafone), TMN (Portugal Telecom), and Optimus (Sonae); and new venture ONIWAY, which is a consortium led by Electricidade de Portugal and Norway's Telenor. According to a company statement, Mobijazz felt they had been "excessively penalised" by the regulator, as the evaluation criteria had been biased towards GSM roaming, which "prejudiced, from the start, proposals from non-incumbent operators."

Under the rules the ICP has to consult the industry about its evaluation of the proposals, before the Government will award licenses by the end of the year. The fee for winning a license is EUR100m.
