HK OFTA grants 2nd 3G MVNOdate: December 16, 2001 Hong Kong-based Trident Telecom Ventures Ltd, formed in early 2000 has been granted a 3G MVNO and will begin its 3G service as soon as next year. The company's ED and Corporate Counsel, C Y Lee said that the company, which was granted an 3G MVNO license last week, had signed an inter-connection agreement with a local mobile carrier to lease network capacity. "TTV will start with 2G service initially, and will market its mobile services to niche market segments such as business travellers," Lee said. A MVNO is a company that markets Mobile Services without owning the radio-spectrum. In accordance with the 3G auction framework in Hong Kong, there will be an open network access requirement whereby 3G licensees are required to open up at least 30 per cent of their capacity for use by non-affiliated MVNOs and content and service providers. These requirements "will promote entry, ensure a competitive and vibrant 3G market and preserve a level playing field for all operators to compete with", a spokesman from OFTA said. In May 2001, TTV was granted the first license to operate Mobile Virtual Network Operator (MVNO) business, based on 2 and 2.5 G technologies, in Hong Kong by OFTA.
