Delta Telecom launches 3G mobile network using solutions from Lucent

December 16, 2002

Delta Telecom, a cellular operator in the northwest region of Russia, today announced the commercial launch of an advanced 3G cdma2000 1x network in the 450 MHz frequency band (IMT-MC 450) using equipment, software and services from Lucent Technologies. This new network, named SKYLINK, will be the first one in Russia capable of providing subscribers high-speed mobile data services at speeds of up to 153 kbps along with high-quality voice services.

With the Lucent Technologies solution based on spread-spectrum cdma2000 1x (IMT-MC 450) technology, a mobile phone connected to a laptop PC or PDA enables business users to wirelessly access applications secured behind corporate firewalls such as e-mail, corporate databases and internal Web applications with the same speed and efficiency they are used to in their fixed office locations.

Subscribers in St. Petersburg and its nearest suburbs will be the first to gain access to the SKYLINK services. In the future, Delta Telecom plans to expand the SKYLINK network to provide coverage in all of its licensed territories.

The advanced mobile communication standard implemented in the SKYLINK network creates a new business environment, through which its participants get a competitive advantage based on mobile access to integrated communication services and more flexible and effective use of information resources. Eventually SKYLINK subscribers will be able to use a mobile terminal for e-banking services, to order goods and services, for geo-positioning, interactive games and more.

The spread-spectrum signaling technology inherent in cdma2000 1x provides a high degree of protection against unauthorized access.

"Today, with the launch of the new cdma2000 1x SKYLINK network, we start a new era of mobile communications in Russia and create a new way of life. The high-speed data services made possible by this new network give enterprise subscribers a powerful tool for improving business processes and customer service," said Victor Ustyuzhanin, general director of Delta Telecom.

"Lucent Technologies was first to develop a cdma2000 1x solution for 450 MHz and make it available to the telecommunications market," said Dmitry Kamensky, managing director of Lucent Technologies Russia and Commonwealth of Independent States. "Today we are happy to participate in the commercial launch of SKYLINK, the first Russian network based on cdma2000 1x in the 450 MHz band, which enables Delta Telecom to offer 3G mobile communication services to enterprise subscribers and consumers."

While using only a part of the 450 MHz frequency band, the new cdma2000 1x network provides high-quality, reliable and advanced mobile services to large numbers of subscribers, while also continuing to serve NMT-450 network subscribers. Roaming capabilities are available for the SOTEL network subscribers.
