Uruguay to finalise 3G bidding rules mid-Dec

Uruguay's telecoms regulator URSEC (Unidad Reguladora de Servicios de Comunicaciones) aims to publish bidding rules in the middle of December for the auction of 3G mobile phone licenses in the 1800-1900MHz spectrum.

URSEC advisor Juan Piaggio said the auction would most likely be held in late February or early March.

URSEC originally offered to sell IMT-2000 3G licenses in the 1700-2100MHz bands which is suitable for WCDMA but potential bidders said they were not interested. Instead URSEC opted to sell the 1800-1900MHz band, appropriate for EDGE and CDMA2000 1X.

The regulator could however make all IMT-2000 frequencies available if bidders were interested, Piaggio said.

URSEC has changed the auction format upon the advice of a consultancy with bidders having the opportunity to place offers in successive rounds, allowing them to observe the full spread of bids rather than responding to individual increments.
