IBM to supply 3G software to Russian operators

IBM of the US is in talks with Mobile TeleSystems
of Moscow and VimpelCom of St Petersburg about supplying software (billing
systems and database management systems) for future third generation (3G)
networks. All three operators are currently building experimental 3G networks.
Telecoms Minister Leonid Reiman has in the past said that UMTS (universal
mobile telephone services) licensing would go ahead in early 2001. This
was always likely to be optimistic. Few investors believe that the Telecoms
Ministry will be able to guarantee a fair, open procedure for licensing.
