Luxembourg's 3G bidding criteriadate: February 11, 2002 The Insitiut Luxembourgeois de Regulation (ILR) has setout the requirements for potential bidders on its four 3G/DCS 1800 licenses. It states the minimum settings for high speed mobile networks, objective of there services, the scope of the licenses as well as the operators responsibility to preserve order and state security. In addition, it has requirements for network access and interconnections. It lists the expenses and includes cost of suspension or withdrawal of the license. ILR wants the granting of licenses to be based on a "beauty contest" instead of an auction.
