Estonia to Offer Fourth 3G Licence

Estonia is to offer a fourth 3G licence to any company willing to pay for it. The Baltic country handed out a trio of W-CDMA franchises last year to the incumbent second generation mobile licensees. This time the telecoms regulator, the Estonian National Communications Board, will offer the licence to the highest bidder.
According to the Board the starting price for the auction will be a modest US$5.7 million. The winning bidder will be licensed for 10 years to provide 3G services and given a national installation permit for radio transmission equipment. The Board says it has reserved the frequency bands 1915MHz -1920MHz TDD and 1920.3MHz -1935.3/2110.3-2125.3 MHz FDD for the new operator.
Under the terms of the licence the winner will have to cover 30% of the population within seven years. In addition the winning bidder will have to guarantee that it will offer data transmission speeds of at least 144kbps in urban areas and 64kbps in rural areas.
Interested bidders have until April 23rd to submit the necessary documentation.
