IDA rejects 3G deadline delay

The Info-communications Development Authority of Singapore (IDA)
will stick with the end-2004 deadline for the nationwide rollout
of 3G services by operators in Singapore, after applications for
a delay were rejected. It says the decision was final.
StarHub and SingTel had submitted applications in August to make
the deadline more flexible because of the high cost of 3G systems
and uncertain demand for the new technology. The IDA said it has
"carefully considered" both applications but does not feel the reasons
stated by both operators were sufficient to change the terms and
conditions.
The IDA stated that the December 31 2004 deadline is attainable
and not unreasonable. It said countries such as the UK, Italy and
Hong Kong have announced 3G services before end-2004.
"It is our view that a flexible rollout will allow operators to
introduce 3G when the market is ready," said Lucas Chow, chief executive
of SingTel's local mobile.
Despite IDA's decision, SingTel is still on course to rollout limited
services in business areas by the end of the year.
"We respect the IDA's decision. Even without the extension, we
remain fully confident of meeting the end-2004 deadline for a nationwide
network," a SingTel spokeswoman said.
