Spanish Government to Allow 3G Network Sharing

A review of Spain’s UMTS licence conditions has been promised by the
country’s Minister for Science and Technology, Juan Costa. In an effort
to get 3G services off the ground in 2004, the government has agreed to
permit the sharing of UMTS infrastructure between operators, the minister
said. He also promised that the government will update and make more concrete
the terms of the existing operating licences over the coming months, which
is likely to mean a relaxation of current coverage obligations.
Four 3G licences were awarded in March 2000, to Telefonica Moviles, Vodafone,
Amena and Xfera. While all four have signed up infrastructure partners,
their rollout progress to date has been varied. Telefonica started a pilot
service last October and is confident it will launch a full service this
year.
According to Costa, there were 37.1 million mobile subscribers in Spain
at the end of 2003, a penetration of 88 percent. Mobile service charges
fell 9.5 percent over the year, compared with an 11.8 percent decline
in 2002.
