"China will definitely issue more than two 3G licenses," Deputy Engineer in Chief Shi-he Li of the Ministry of Information Industry told reporters at a press conference. China is considering the number of 3G licenses to issue and the method of allocation. It also has yet to decide on which 3G system to adopt. 3G system contenders include WCDMA-backed by several European and North American equipment makers and CDMA2000, which is being pushed by Qualcomm. China wants to promote TD-SCDMA (Time Division Synchronous Code Division Multiple Access), which is a co-joint developed by the Chinese Academy of Telecommunications Technology and Siemens which invested over $100million on the technology. TD-SCDMA test trial begins in three months and will go on for a year. Commercial use for TD-SCDMA is expected by the end of 2002 and is expected to be a lesser standard than the other two standards.
