Russia Says Nietski to 3G in 2002date: June 27, 2002 - source: BWCS The Russian government has blocked the idea of handing out 3G licences this year. According to reports on Global Wireless today, the earliest date that Russian Communications Minister Leonid Reiman will allow the sale of next generation phone licences would be January 2003. The government is said to prefer a tender process over a straight auction for the 3G franchises, but believes that the equipment is not yet available in sufficient quantities for them to press ahead with their plans. The Communications Ministry has made no secret of the fact that it hopes, at some stage, to offer four licences. Its preference is to distribute these to the three largest mobile operators in the country, Megafon, Mobile TeleSystems and Vimpelcom, with one reserved for a newcomer. The 3G licences will cover the whole of Russia and operators will not have to apply for regional licences as they currently do. The government has said in the past that it will allow operators a period of 18 months to prepare for the launch of services once spectrum has been allocated.
