FCC forced to give way to the private sector

June 12, 2003

Federal Communication Commission Chairman Michael K. Powell announced a Task Force to better manage the nation's radio spectrum for use in 3G mobile communication on growing demands from the private sector.

A spokesman from the FCC said Mr Powell "expressed his strong support for the spectrum policy reform and modernisation" for use in the private sector. Currently the frequency bands that can be use for next generation video phones are owned by the Department of Defense but never have been used and for years resisted giving it up to commercial services.

Two years ago, the private sectors pressured Congress to free up the 3G frequency bands for commerical use that could offer video calls and high-end data applications for consumers. Under the pressure of the powerful mobile phone lobby group, Chairman Powell gave way and said the proper use of "the radio spectrum is a key driver of economic growth." He announced a new Task Force to look into the issue of selling the 3G frequency bands to the private sector and better use of the spectrum.

The Task Force will give recommendations within one year.

Commerce Secretary Don Evans said the effort would be the first comprehensive study of government radio spectrum policy in the modern era for 3G use and will build on previous administration efforts to improve spectrum management for the private sector.
