Croatia Gears Up For UMTS

The Croatian government has announced plans to offer three UMTS
licences and a third GSM concession later this year. The country’s
Transport and Communications Minister, Roland Zuvanic, told Reuters:
“We are close to finalising conditions for the new GSM operator
and the UMTS facility. I would assume that we will be able to call
tenders during the second quarter of this year.”
Up to three UMTS licences will be sold for a fixed fee of HRK132
million (US$18.33 million) each, although Zuvanic said that this
price may still be changed: “Personally, I deem it too high. We
are currently studying the experience of other European countries
before making a final decision.” Successful bidders will be required
to pay a further HRK12 million annually on top of the initial licence
costs. The GSM licence will be sold for HRK105 million.
The two existing GSM operators, Deutsche Telekom-backed Cronet
and Mobilkom Austria subsidiary VIPnet, have both signalled their
interest in applying for a 3G concession. Croatia was home to just
over two million GSM subscribers by mid-2002, with Cronet claiming
just over half of the market with around 1.1 million customers.
