Swedish Gov eases rollout laws

Draft legislation passed by the Swedish government to parliament this
week aims to speed up the rollout of 3G mobile phone networks.
The government has proposed giving the Swedish telecomms authority PTS
more powers to ensure cooperation between operators in building the 3G
networks.
If operators used each other's masts for transmitters in areas where
new building permits are difficult to obtain, the networks could be rolled
out much quicker.
Under the government's proposal PTS would be able to order the operators
to cooperate if it would benefit consumers.
If passed by parliament the new law could step into force in mid-July,
Reuters reported.
On of the important revised legislation is that Swedish UMTS licence
holders can get an additional nine months to fulfill their network buildout
commitments.
The telecom operators have undertaken to cover 8.86 million, or 99.98%,
of the Swedish population by Dec. 31, 2003, and must show in a detailed
report by March 1, 2004, that they've fulfilled these obligations.
Previous law enabled the National Post and Telecom Agency, or PTS, to
fine operators by May 2004, after a three-month evaluation period, if
they hadn't met obligations by the March report deadline. Now, PTS will
have to give operators a "reasonable" amount of time to fulfill their
undertakings before imposing penalties.
Sweden's 3G license holders are Vodafone, Hi3G and Tele2 AB.
