Delta Telecom partners with Lucent to expand Skylink CDMA2000 mobile services

Lucent Technologies and Delta Telecom (Delta) announced an agreement to significantly increase the capacity of the SKYLINK CDMA2000 1X (IMT-MC 450) mobile network to help meet the growing demand for services in St. Petersburg and the Leningrad region, and expand coverage in Northwest Russia. The SKYLINK IMT-MC network for the 450 MHz frequency band will enable Delta Telecom to offer subscribers in Novgorod, Pskov, Petrozavodsk, and Murmansk high-quality voice and high-speed data services such as e-mail, video downloads and secure access to corporate applications at speeds of up to 153 kilobits per second.

Under the agreement, Lucent will increase the capacity of the Lucent-supplied mobile switching center and perform upgrades of more than 100 base stations to enable the operator to double its existing voice and data capacity and expand its subscriber base, both in the business and consumer markets. Lucent also will supply additional Flexent(R) Modular Cell CDMA2000 base stations to provide coverage in the new regions. Lucent Worldwide Services (LWS) will provide installation, hardware integration and other services to help accelerate the SKYLINK network expansion.

"When we introduced this next-generation mobile networking technology to the St. Petersburg market, it was quite a challenge," said Victor Ustyuzhanin, general director of Delta Telecom. "In a highly competitive market -- there are currently four other cellular operators providing services in St. Petersburg -- we had to develop a compelling marketing strategy, bring the network up to speed quickly, offer an attractive service to subscribers and prove that SKYLINK offers an optimal way of addressing our subscribers' business requirements. Our cooperation with Lucent has enabled us to accomplish this."

"The capability of the new network to deliver high-speed data mobile services in addition to high-quality voice offerings is still fairly new to the market," said Dmitry Kamensky, general director of Lucent Technologies in Russia and CIS. "However, now that people have had an opportunity to try them, they are eager to have the high-speed data capabilities that SKYLINK offers, particularly the ability to stay connected to their offices while on the move."

The IMT-MC-450 solution is based on CDMA2000 technology, an advanced and efficient wireless technology being introduced worldwide and an international 3G standard established by the International Telecommunications Union.

Lucent, the first to deliver CDMA450 solutions globally, has deployed commercial networks in 450 MHz spectrum for Delta Telecom and Moscow Cellular Communications -- both part of the SkyLink initiative in Russia -- and Zapp Mobile in Romania, and is conducting numerous CDMA450 trials with customers around the world.
