IT-Företagen's 9 commandments for co-usage is not enoughdate: May 15, 2002 Orange, Hi3G and Vodafone has signed the ”9 commandments” along with the other 3G operators which refers to the construction of the 3G network, created by IT-Företagen. We regard the document as a step in the right direction, but to be truly effective, requires that Telia and Tele2 prove their commitment for the environment. Orange, Hi3G and Vodafone have coordinated masts and infrastructure since last spring, according to the declaration of intent that Boverket and Post & Telestyrelsen brought forward. “The 9 Commitments that we and the other operators have signed today is a good start but they should have gone further. Last year Boverket and Post & Telestyrelsen had a more demanding declaration of intent that Orange, Hi3G and Vodafone (then Europolitan) wanted to sign”, says Chris Bannister, CEO for Hi3G in a comment to the present agreement from the IT-Företagen. Orange, Hi3G and Vodafone are now taking the issue further through the content in the declaration of intent from last year as the logical next step. If all operators take this step quickly to its fullest extent, Sweden’s municipalities will have fewer masts and thereby also a better environment. ”If not, we risk a twist in competition since many municipalities want to see coordination and wait with decisions of building permits for that reason. The delay is to the advantage of those that already have masts and we thereby rapidly lose the competition that the authorities are agreed should exist”, says Vodafone’s CEO Jon Risfelt. This is not good for us, our customers or Sweden. ”It is obvious that the necessary decisions surrounding mast construction can be substantially delayed if all operators are not prepared to cooperate. Unlike other countries Sweden lacks formal prerequisites that in a national perspective can guarantee such rational use which can mean that an individual operator by going against all other players’ wishes, delay the whole process”, concludes Jerry Huxtable, CEO for Orange Sverige. Orange, Hi3G and Vodafone will work consistently with coordination to decrease the number of masts. It’s to everyone’s advantage, especially the environment but even facilitates permit granting from the authorities. We cannot accept operators being held accountable for other’s deficient willingness to coordinate and competition being disrupted directly or indirectly.
