Guernsey to get 3Gdate: May 16, 2002 Guernsey, one of the Channel Islands located off the Northern coast of France, has revealed plans on how it will license 3G. The island's Director General of the Office of Utility Regulation (OUR), Regina Finn, is to offer two separate packages of radio spectrum for 2G and 3G mobile services, which potentially enables two new licensees to enter the market. Finn said that licenses will be awarded through a beauty contest designed to ensure that future users will benefit from competitively priced, innovative and high quality services. The OUR has ruled that entrants will be permitted initially to use Guernsey Telecoms' existing mobile network whilst their own are established. "Mobile communications are very important to the Guernsey economy where companies need the flexibility to operate as part of the wider, global environment. It is essential that Guernsey stays at the forefront of technological innovation and service quality so that infrastructure and services underpinning the economy keep pace with, and even outstrip those, in our competitor economies," said Finn. Although a small island Guernsey is a tax haven and independent of any mainland government. A consultation paper on mobile license conditions will be published later this month. This will be followed by a call for interest in licenses later in the summer after consultants have been appointed by OUR to advise on and assist in running the competition.
