Spain Eases 3G Rules Again

According to reports in Spanish newspaper Cinco Dias, the Madrid
government is planning to slash the €7 billion (US$7.1 billion)
worth of deposits that it forced the country’s 3G licence holders
to pay. José Pique, the Spanish Science and Technology Minister,
is said to be about to announce that the UMTS licence owners will
only have to stump up €1 billion (US$1.02 billion), providing they
meet their investment plans.
The original licence stipulations required that the four winners:
Amena, Telefónica Moviles, Vodafone and Xfera, should pay some €7
billion into the government coffers. However, since March 2000 when
the licences were first handed out, the government has had to retract
several of the original requirements, including one stating that
all operators should have 3G services live in 21 cities by August
2001. According to Cinco Dias, the deadline for 3G services in Spain
has now been pushed back to 2004.
