Xfera delays 3G launch until 2004

Spanish operator Xfera has said it will not launch 3G services
before 2004 at the earliest because of delays in technology development.
Company boss Angel Garcia Altozano blames a reduction in research
budgets for delays in technology.
Shareholders in the Spanish operator - including ACS, Vivendi,
Sonera- have reduced their expenditure on research and development
admit industry downturn. The operator admitted it has made incorrect
deployment commitments based on promises from the equipment suppliers.
Earlier this week the Spanish government planned to slash the €7
billion worth of deposits that 3G license holders had to pay. Instead
operators would pay €1 billion, provided they meet their investment
plans. The authorities have changed the terms and conditions of
the 3G license in the past to ease financial pressures on operators.
The government is now looking at a proposal allowing the four license
holders in Spain to share 3G networks, further helping the operators.
