Chunghwa can prove its equipment bidding is transparent

Taiwanese mobile operator Chunghwa Telecom said it is confident
of being able to prove that its bidding process for 3G mobile network
equipment is "very transparent."
"I'm very confident and am not worried about that. There won't
be any problem," said Mao Chi-kuo, chairman of Chunghwa Telecom.
The operator, which is 95% owned by the Taiwan government, decided
earlier this month to suspend announcing its decision to award a
NT$12 billion contract to buy 3G network equipment from Nokia.
It was not clear as to why the operator decided to award the contract
to Nokia despite other participants offering cheaper prices for
network equipment. Nortel, Siemens and Ericsson complained that
Chunghwa's decision-making process lacked transparency.
The state owned Central Trust of China, the Taiwan government purchasing
authority which administered the auction, is still taking questions
from the three losing bidders.
Under laws governing purchases made by government controlled entities,
Chunghwa is required to explain its decision to the three losing
bidders. An unsatisfied explanation would allow the three to bring
the case to the Cabinet's Public Constructions Commission.
