Hong Kong Broadband Network expressed they are prepared to build a CDMA based 3G network at a cost of US$70 million that could take as little as a year to cover the territory. While the four 3G license holders are expected to offer WCDMA networks, HKPN would adopt CDMA2000 1x technology as it would open up competition.
Chairman Ricky Wong said in order for this to occur, the government should revoke two mobile licenses in the little used 800 MHz, owned by Hutchison and CSL. The licenses should then be auctioned off he said. Hutchison and CSL are operating CDMAOne and TDMA services in the spectrum respectively.
The Hong Kong Telecommunications Authority has proposed that the two 800 MHz licences should be withdrawn to allow more efficient usage of spectrum resources. HKBN and PCCW are amongst those interested in bidding for them.
"I am confident that it would take us one year and about US$70 million to have the entire Hong Kong covered,'" Wong said.
Setting up a CDMA2000 network has commonly been known to cost less than its rival WCDMA and Wong said it would therefore be able to charge less to customers. He said 3G would enable cheap mobile data and new multimedia services.
Hutchison and CSL will try hard to defend their 800 Mhz licenses, fearing that HKBN could offer a 3G service at a cheaper rate than theirs. The only operator expected to offer 3G services by the end of the year is Hutchison. Their launched date has been pushed back from the summer because of network glitches and shortage of handsets.
