VimpelCom to bid for Russian 3G license
November 21, 2003
Vimpel Communications announced it will take part in Russia's third
generation license auction planned for next year. The firm, Russia's second
biggest operator, would trek a cautious path and not follow in the footsteps
of other European carriers that paid high sums for 3G licenses, First
Vice President Nikolai Pryanishnikov said.
"If we get the 3G license, we will take investment decisions with caution,
not in euphoria," Pryanishnikov said.
He said the governments in Europe that decided to cash in on 3G licenses
have left certain operators on the blink of crisis. Pryanishnikov does
not expect the Russian government to charge enormous fees for the licenses,
as did the likes of the UK and Germany.
"I think Russia won't follow the example of some European countries."
Russian Telecommunications Minister Leonid Reiman said the ministry will
hold an auction of several 3G licenses in the first quarter of next year
but did not specify the number of licenses in the auction.
There are roughly 28 million mobile phone users in Russia with the market
dominated by three national operators, MTS, VimpelCom and MegaFon.
