Estonia awards fourth 3G license

On the 3rd of November 2006 the Estonian National Communications Board has made a decision to declare as a winner of public competition for grant of the fourth frequency authorisation for third generation mobile telephone network a private limited-liability company Grosson Capital.
The main estimation criteria of the public competition was bid price, and the price offered by the winner was 100 100 000 kroons. Other bids were submitted by private limited-liability companies Renberg Investments (bid price 93 000 001 kroons), RealGroup Systems (bid price 82 000 010 kroons) and ProGroup Holding (bid price 71 000 100 kroons). The base price for the frequency authorisation was 70 millions kroons.
The frequency authorisation for third generation mobile telephone network gives a right for the use of radio frequencies for constructing and developing of Universal Mobile Telecommunication System - UMTS. In 2003 the Estonian National Communications Board had granted three frequency authorisations by direct offer to the public limited companies EMT, Elisa Mobiilsideteenused and Tele 2 Eesti and these companies couldn't participate part in the recent public competition.
