Nokia CEO said 3G operators should be able to trade licenses

Chief executive officer of Finnish mobile phone maker Nokia Jorma
Ollila said that governments should allow cellular operators to
trade their third generation licenses to other companies.
The comments were made at the fourth annual global business dialogue
on electronic commerce in Brussels.
He argued against the 3G license auctions and the high fees operators
paid for those licenses.
"There are at least two important lessons to be learned from this,"
Ollila said. "Firstly, we should never make the same mistakes again.
Secondly, to restore the confidence in these exceptional market
conditions, governments should allow secondary trading of licenses
and smooth consolidation of market players."
Operators in Europe are struggling due to huge debts incurred from
buying 3G licenses and building the next generation wireless networks.
MobilCom has been badly hit by the telecom crisis in Europe and
was only saved from bankruptcy at the last minute by the German
government.
Last week France's President Jacques Chirac wanted the EU to come
up with plans to aid operators in Europe. He was in favour of allowing
operators to sell their 3G licenses.
