HK Auction May be Fewdate: September 17, 2001 The number of bidders may be shrinking for 3G mobile phone license in Hong Kong, South China Morning Post reported. Hong Kong's telecommunications authorities are collecting applications for the 3G auction for four licenses on Monday and Tuesday. The auction is expected to begin later this week. Hong Kong has six mobile phone companies but it is not known if the smaller players will bid for the 3G licences. Hutchison, which has 3G licences in Australia and Europe, is also expected to be a bidder. CSL, a division of Pacific Century CyberWorks' joint venture with Telstra is expected to bid as well. The other players are third-ranking SmartTone Communications, Mandarin Communications, New World, and People's Telephone. Unlike other governments around the world that have auctioned off 3G licences, the Hong Kong Government has rejected the idea of an upfront cash payment. Instead it is asking for a share of royalties over the 15-year period of the licences. The bids will start at a minimum of 5 per cent of expected royalties with a minimum figure for the first five years.
