Orange wait for Swedish PTS decision

Orange, a 3G license holder in Sweden, will find out in October
whether the Swedish's post ant telecoms authority PTS will grant
Orange more time to cover the population of Sweden with its 3G network.
Last month Orange asked the PTS to extend the deadline for full
3G coverage to 2006. Orange believes the coverage target of 99.9%
of the population by the end of 2003, part of the license's conditions,
is unrealistic.
The decision will be watched closely by the Sweden's other 3G license
holders and other firms that failed to win a license during the
2000 beauty contest. A change in the conditions could result in
legal challenges from firms that were not awarded licenses.
The delays in 3G rollout are due to legal challenges to the outcome
of awarded licenses and also the slowness of the government to grant
permits for building radio mast. It is also feared that lack of
'killer applications' and handsets will add to further delays.
Europolitan, a Swedish 3G license holder, earlier this month expressed
the 2003 target would be difficult to meet. Hans
Brandstrom, of the PTS, said, "We will announce a decision in response
to the request from Orange no later than October." But he went on
to say even if Orange is granted more time, it will not automatically
apply to other operators.
The PTS has sent letters to local authorities to see why the delay
in granting permits to build masts. Brandstrom expect results of
the surrey soon.
