China to make 3G decision next year

China's decision on 3G mobile phone technology would be delayed until
next year according to Qualcomm Chief Executive Irwin Jacobs.
Jacobs said to reporters during a visit to Beijing, "Originally I thought
a decision would be made before the end of this year. I think it's clear
now that that will go into next year."
Foreign firms involved in 3G mobile technology are eager for the government
to give the go ahead to start building 3G networks in the world's largest
market.
Part of the delay is due to the Ministry of Information Industries conducting
tests of different 3G technologies with the final report on the results
not expected until September 2004.
A delay would also give China more time to develop its own 3G standard
called TD-SCDMA. South East Asia and America have favoured the CDMA2000
technology while Europe prefer WCDMA, but China is undecided as to which
technology it will use. In the end all three technologies could be deployed
by different operators.
"There are indications that the carriers will be able to make the decision
but...there will be some very strong advice given," Jacobs said.
Fixed line operators China Telecom and China Netcom are expected to receive
3G licenses in addition to existing mobile operators China Mobile and
China Unicom.
