Three mobile-phone companies said they would bid for
four wireless phone licenses in Belgium, indicating the government
may miss its money-raising target as phone companies balk at the costs
of building faster-access phone networks. It attracted only three
bidders for the four licences it is offering, throwing the propsed

it hoped to raise. |
