April 8, 2002:

Only three operators have submitted bids for the 3G beauty contest in Luxembourg it has been revealed. With four licenses on offer and a population of less than 450,000 it was always going to be doubtful that any newcomers would enter the contest. However, it appears that the only newcomer to the fray is Orange, by submitting a bid before the end of March.

The two incumbent operators Tango and EPT have also both submitted bids for the UMTS licenses on offer. However no bids have been placed for the GSM 1800 license on offer. EPT is the former state monopoly, operating as LuxGSM, whilst Tango is controlled by Tele2. The regulator, ILR, said it will evaluate the dossiers over the next few weeks and the country's Minister, in charge of awarding licenses, is due to notify the successful bidders by 24 May.

April 23, 2001:

The government of Luxembourg has announced that it is to offer four 3G licenses in Q4 this year.

Winners are to pay a yearly charge of 0.2 per cent of annual turnover, instead of a one off, upfront license fee. It is thought that a beauty contest would be used, as payment terms have already been detailed and there is no initial payment.

Beauty Contest + 0.2% annual turnover
