The Malaysian Communications and Multimedia Commission (MCMC) today announced that it has released for public comment the Marketing Plan that will be used as a basis for assigning the spectrum for IMT-2000. The Marketing Plan is issued following a Determination made by Datuk Amar Leo Moggie, Minister of Energy, Communications and Multimedia, Malaysia on 5 February 2002, reallocating the following frequency bands for spectrum assignments:

a. 1920 MHz to 1965 MHz;
b. 2110 MHz to 2155 MHz; and
c. 2010 MHz to 2025 MHz

Amongst others, the Marketing Plan lays down the proposed tender process for the assignment of the spectrum, based on the "beauty contest" criteria itemized in the Minister's statement issued on 5 November 2001.

Following the public comment process, the revised Marketing Plan together with administrative forms and guides to assist in submitting the applications will be incorporated into the Applicant Information Package ("AIP") that will be issued not later than 28 February 2002.

According to reports from CMP Asia the Malaysia government will issue tender documents for 3G licence applicants as early as next month. The government has opted to award three licences based on the W-CDMA standard widely adopted in Europe. The licences, which are expected to be awarded by mid-2002, will consist of a block of paired 15MHz spectrum and concessions will be valid for 15 years.

Malaysia's tender process for licenses for third-generation mobile services is on track to begin in February, Energy, Communications and Multimedia Minister Leo Moggie said Thursday. The government said last November that documents will be issued next month for a "beauty contest" between the country's mobile operators for spectrum to offer 3G services.

Malaysia has decided to allocate 3G mobile phone spectrum to only three network facility providers, Communications Minister Leo Moggie said on Monday. "The selection process will be done through a 'beauty contest'," he said, adding that the criteria would include the financial strength of the applicant and rollout plan. Each successful entity would be granted a block of spectrum for a period of 15 years, which would be priced at 50 million ringgit ($13 million) and payable on an installment basis.

Late news on Friday that the government will not hurry to award telecom carriers 3G licenses, sticking to year-end plan to issue distribution guidelines for the licenses; "we are still comfortable with our processes, and we are still keeping to the timetable," Energy, Communications and Multimedia Minister Leo Moggie told the press; market had been expecting government to stick to timetable.
   
October 4, 2001:
Malaysia may allocate its 3G licenses through the so- called "beauty contest" method, according to prime minister Mahathir Mohama. Mahathir said the government is not likely to auction the licenses because of the hefty cost that operators may have to bare, which will eventually harm the country's telecom sector.

Leo Moggie, Malaysian Communications and Multimedia Commission (CMC), said on Thursday said the government will hand out 3G licenses late this year.
   
May 20, 2001:
THE Energy, Communications and Multimedia Ministry has received the Communications and Multimedia Commission's (CMC) recommendations on third generation (3G) spectrum allocation. Energy, Communications and Multimedia Minister Datuk Amar Leo Moggie said a decision on the mode and assignees would be made at the end of the year. The 3G spectrum would be issued by early next year.
   
April 25, 2001:
Malaysia will only decide by year-end on the licensing of third generation mobile phone Internet technology, or 3G, and how to offer them to prospective operators, the national Bernama news agency reported Wednesday.
