The Spanish government said on Monday it had awarded four potentially
lucrative 3G licences to develop UMTS technology reaping a modest
E500m ($477m) from the process
It opted for a "beauty contest" approach in which licences were
awarded for fixed fees based on the merit of bidders' technical
proposals and business plans.
The fourth was awarded to the Sonera/Vivendi 'Xfera' consortium
which also includes Orange, the UK carrier owned by France Telecom.
