The US FCC on Monday said it will add a mobile allocation
to the 2500-2690 MHz band to provide additional near-term and long-term
flexibility for use of this spectrum, thereby making this band potentially
available for 3G wireless systems. However, because the 2500-2690
MHz band is extensively used by schools, health care facilities, and
in order to preserve the viability of the incumbent services, the
FCC is not relocating the existing licensees or otherwise modifying
their licenses. |

The USA Commerce Department has said that it will ask
the US Congress to postpone plans for a 3G spectrum auction by two
years from next September to September 2004. Nancy Victory, the new
chief of the Commerce Department’s NTIA said that the delay would
give the FCC the time it needs to identify the available spectrum
and arrange for the incumbent users to migrate to other slots. The
Defense Department, which is the main user of the 1710- to 1755-MHz
and the 2110- to 2150-MHz bands has already said that it cannot migrate
to other bands until at least 2010 without impairing national security.
